The Annual Plan outlay for the State of Kerala during 2024-25 is Rs.30370 crore. From the total State Plan, an outlay of Rs.2979.40 Crore has been set apart for Scheduled Caste Sub Plan (SCSP), which is more than proportionate to the percentage of Scheduled Castes to the total population of the State, ie 9.81% of total outlay is being earmarked for SC population, who comprise 9.1% of total population.

Scheduled Caste Sub Plan (SCSP) 2024-25

As we all know, the Scheduled Caste Sub Plan (SCSP) aims at holistic development of Scheduled Caste population with special reference to (a) Economic development through beneficiary oriented programs for raising their income and creating assets; (b) Schemes for infrastructure development through provision of drinking water, electrification, construction of link roads, land purchase, housing etc. (c) Educational and social security measures and (d) Schemes for improving employability through skill development, training and Start up Entrepreneurship Development schemes.Innovative schemes like Able Kerala, Varumanadaveedu, HOPE, Support Programme for Extreme Poverty,establishment of DATA bank related to Home Survey find place in SCSP sub plan 2024-25. The above schemes are expected to give pace to the developmental activities as well as social security measures already under way. Out of the total outlay of Rs.2979.40 Crores set apart for the Scheduled Caste Sub Plan, development programs for an amount of Rs.1638.10 Crore is being implemented through Scheduled Caste Development Department and execution of schemes for the remaining portion of Rs.1341.30 Crore is entrusted to Local Self Government Institutions.

This document brings the details of development programs for Scheduled Caste population, which is formulated with the objective of improving their social status and providing them fuller educational and economic opportunities. The details of grant-in-aid provided to each and every Local Self Government Institution are also subsumed in this document for ready reference. This SCSP 2024-25 document will be of immense help for Department officials and other field level machinery to ensure effective utilization of the earmarked funds for SC population and to monitor the implementation of SCSP schemes through local bodies.
